I have laid your letter of the 14th. instant before the Governor and I am now directed to return it to you in the hope that you will recognise that the language in which it is couched renders impossible its acceptance by this Government.

The Governor is not prepared to give you the reasons for Mr. Boehm's arrest. But you may rest assured that it was made not without sufficient reason and under mthority of the law.

3.

His Excellency regrets especially the expressions which you have permitted yourself termse in regard to the relations between Great Britain and the Noble Italian Nation, bound together as they are by indissoluble bonds of long standing mutual sympathy and by their alliance against an implicable and treacherous foo.
